What happened
Finnish President Alexander Stubb and Norwegian Prime Minister Jonas Gahr Støre conducted a direct 90-minute call with Russian President Vladimir Putin to discuss de-escalation in Ukraine ahead of planned technical talks in Abu Dhabi.
The Context
- Direct engagement returns: This discussion marks the first high-level European leadership contact with Moscow in over 12 months, following preparatory sessions held in Oslo on October 20.
- Coordinated diplomacy: The outreach was aligned with Ukrainian officials to address infrastructure protection and support localized ceasefires, such as the expanded corridor in Oleshky.
- Regional friction: The dialogue highlighted European divisions, drawing immediate scrutiny from leaders in Denmark, Sweden, and Estonia who emphasized strict collective negotiation terms.
The Number
— the length of the direct conversation between Nordic heads of state and the Kremlin, establishing an agreed channel for ongoing contact that sets the operational baseline for early November talks in the Gulf.
